Use a good primer one of the grit ones and a fibre screed over the top would be my way of doing it, obviously checking that tiles are solid and degrease prior, in my opinion it is my time and cost effective to leave down unless specifically asked to remove them

    Cheers.
19mm drop from tiles to floorboards. Its concrete under the tiles. Need it all one level. I was going to 25mm ply one side then screed upto it. Any better ideas.

Sound. What would you recommend from there to get it all one level?

    If its needed then yes.
....or you can 9mm it with ply if it needs raising that little more sticking with just feathered joints.

I'd plyboard it then flow that whole side with mapei renovation. All depends on your level differences

You need to span the ply over the edge of the concrete about 6 inches and glue it down or the floor covering can crack at the transition
