Not used it but noticed this Bonds with concrete and masonry, becoming an integral part of the substrate thereby overcoming hydrostatic pressure

How does it overcome it and to what degree?

Quick read of data sheet says it can be overlaid with cementious product. Also says if left for more than a few days it should be sanded at time of application to improve adhesion. How many builders will do that ?

so its a surface dpm system basically. So you will need a primer that can bond to a impervious product. That being something like 131 or mapei prim grip etc.

HOWEVER ! it states this = Note: THOROSEAL® is NOT suitable for retaining water with a low calcium hardness or pH of less than 7.2

In English it wont work if PH is above 7.2%. ............ well pure water / spring water is 7%........... ground water ranges as a average of 6-8% PH .......... correct me if im wrong here, but does that mean it wont withstand pure water let alone ground water?

Tell him to prove it's suitable if he can't beyond any shadow of a doubt maybe he'll get the idea.
