Most reps are happy to supply stands and in some cases they won't charge. what manufacturers are you wanting to use mate?
Cormar may be happy to supply a good standard with various ranges, depends on how good a relationship you have with the rep. westex and ryalux will charge if I remember correctly, and may only offer you accounts providing you don't cross into an already existing shop that promotes them. If your looking at opening a retail shop then the best advice is contacting them well in advance so things can get ordered. you can often wait months for stands
Or.... you could buy used ones from eBay and start off from them. Get a feel of what customers are drawn too and then put more time into that account. purchase a stand direct and then receive the 10/15% reduced prices.
