On a flight of concrete steps in a commercial situation, do you always drill and plug, or are confident enough to rely on gripfill or a similar product?

The reason I ask is because of the uneven dips that screwing produces to modern nosings.

so long as the stair is fairly flat, I just use Flexi. Never had a problem with that, and all our work is commercial, and takes a battering 24/7

I always drill and plug with gripfill or similar under.
If the step in uneven I just screw down to as much as it will go without it starting to bend the nosing, once it sets it's rock solid.

Flexyfix is your answer. Since 2013 it has been used for installation on 1000's of sites without the use of screws. It comes with a 15 year bond warranty. Simply follow the installation instructions. You can install a 2.1m Nosing in 40 seconds and it's ready for traffic in around 30 minutes.
