Asbestos

Hi Guys

Trying to help somebody out on this :
Need to re carpet a small office 3x3m it has existing stuck down cut pile carpet on top of old vinyl tiles (asbestos containing ).
The MOD do not want to uplift the carpet as it will disturb the vinyl tiles and the asbestos.

Any ideas of overlaying ???

Can you not use a stripper with it in small strips, be able to get that up without too much disturbance

 

It's either go by the correct procedure for removal or not bother
