Kitchen floor wrecked by pipes

    I've just had some thermoplastic tiles removed from my kitchen floor and found this monstrosity underneath!

    It looks as though the pipes (and floorboards) are resting on sand, and then concrete has been poured over the pipes, which have pushed through it over time. Has anyone got any idea how I'd go about getting this fixed? I'd like to get the floor level so I can put down tiles/laminate.
