Have fitted a couple of bedroom carpets over floorboards at a diy level and laid flooring paper first, taped then UL and stapled then stretched to gripper but would you use the same method on stairs?i was thinking of slippage or wear given that the traffic is in a small area plus the stairs seem greasy/waxy from the old UL and was thinking this may give protection to the new stuff.

DIY...you would never have guessed. Only sell felt-paper for templating nowadays. Good luck on your stairs mate a square room is one thing but i'd personally get one of the pros to do it.

We used to have to put paper down then underlay and tape joints before fitting. Still do on some jobs - belt and braces
