Turned up to a job today to fit some karndean was told floor had been screeded by builder and was below 75%rh the floor had been screeded but there is quite a few ridges where the different mixes meet.spent 2 hours rubbing down with carbide block and still havent managed to get complety flat was wondering if anyone knows a decent tool to speed this up, ive seen the makita concrete planer but it's expensive and for the amount of use it would get it just wouldn't be worth it

Try a cheap floor buffer off e-bay,and just stick some 16 grit paper to the pad.
    Bet your shoulder aches !

concrete planet would destroy the screed tbh
better with a buffer as neily has said.
could always try a decent belt sander with harsh grit - 40 etc
sod the carbo stones these days lol

Did you check that it was under 75%rh? I wouldnt take a builder/customers word for it whats the likelihood of either having a protimeter mms? builders shouldnt latex floors they dont know what they are doing, bet you anything you like its wicked/b&q cemontone latex not primed or if primed done with pva mix, personally wouldnt of took the job on but thats just me, as if that latex blows down the line its not the builder that will be getting the phone call.

If you fit over it, you accept it and all liability transfers to you, but saying all that like CEA said get an electric belt sander and feather it up after.

Most of the floors we go over that the builders have screeded we give them a quick rub down then feather finish the whole floor to try get the ridges an any dips out.

    HA....that old chest nut !
That usually means the builders have yucked some cheapy crap screed on the floor & you'll have to dig it up & start again or used a ton of feather on it !

    Never believe a builder !

If im going to fit an LVT then I will only do so if I prep it! Learnt the hard way but I would prefer to lose a job then deal with someone else's poor attempt at prep work.

Now you've started work on that floor you've accepted liability for it should anything go wrong.
