Both wrong. It needs overlaying with ply and then feathered or screeded. Excluding supplying tiles I would be closer to your first price.

Also, did they acclimatise the ply? The ply could be high moisture content. It should be there for 24 hrs at least before they install it

Agree with the guys. Usually have no issues when stuck with a wet set adhesive. I recommend ke66 or similar. Fit loads of polyflor and karndean....
