A piece of advice I got from one of the top lads on here is if its quite dusty wet it first.

If your using a pin protimeter it'll just show its surface dry or damp not how much moisture is the concrete. you need either hygrometers or plugs...
Also F.Ball 1200 pro latex gives a really smooth finish. I use this most of the time or 300hd.

The probes aren't cheap either. I should know as I had to buy a replacement when mine went mysteriously missing. There's 6 with that one. Bargain.

Have you tried Mears in Preston. They do a lot of site work.
