Never heard a reading like that before. What meter is that. Should be RH% reading which needs to be below 75% . Most cases it would be 60% ish
Don’t think any fitter would fit a carpet with wet / muddy shoes. Mine have indoor trainers then put on inside the house in the winter mainly.

So not being flat / level you will have problems of that lamainte not locking in properly.
