The underlay needs to be water proof / vapour proof. Moisture tolerant means a screeding compound lets moisture pass through it with no problems.
What laminate and underlay was used ?
If the compound they used is moisture tolerant then you can Dpm over. I’d say no looking at it.
You need to know what screed it is. Is it a water mix type or a latex type ( bag and bottle )
100% That’s not ardex na the quarry’s would of needed ardex DPM1c
You want a tack adhesive for the underlay to sub floor like f41
What moisture meter was used. All sounds like it’s not been given enough time to dry out enough. so you have a old screed meeting a new one ?

The sub floor you have you should be ok with ardex CL
I would work off that and where the rad is.

That’s a mess. Needs - grinding clean 2 coats of p51 primer , 7-1 coat , then a 3-1 coat
Ply it and leave ply 5mm short of perimeter and lay LVT. Risk but who knows.

I like doing approx 1m2 in the middle of the room. Glue it all down and check it so it’s 100% square. Then let it set and work off that.
