No mate. Need to take them up. Then thin coat of na and a liquid Dpm to the old concrete area ( vinyl tiles )
Will need a joint T bar where the UFH finishes then.
Did he change the plywood or use the existing?

What is the sub floor ? Was it concrete ? Did it have old adhesive on the floor ? Was it plywood ?

I’d cut them then screw the floorboards to the joists. 40mm screws. Then plywood screw or ring nail it down.
Yes but a pain of a job. We used a multi tool. Watch pipes and wires though
