We have stopped buffing now. I think it seals the compound and then Adhesive doesn’t stick as well.
Shouldn’t need to take the skirting off to redo the floor but it would help. where in wales are you ? I know a few fitters that way.

Yes needs to be levelled. You could do with a long level to see how much screeding you need to do.
