As it’s at the bi fold doors it could be some moisture getting into the jumpax which will rot it.
You should be able to see it around the wall if no skirts are on.

Yeah , 6mm FG1 or SP101 plywood then either feather finish or a fibre smoothing compound.
For me. Over the chipboard 6mm plywood or 9mm but has to be SP101 or FG1 then a fibre smoothing compound like Uzin NC196 or Ardex FA10
If laying vinyl you would need flat floorboards so plywood over the top would be best then a screeding compound on the concrete. But if cheap...

Does it sound hollow when you tap it. Does sound like it’s blown. What Dpm did he use ?
Did he plywood the floor then prime it ? Sis he use a screeding compound over the plywood.?
