Cork underlay

Hello all
I’ve got a couple flats to do in a new build. The developer has put cork underlay throughout the whole flat. What would you guys do for installing Amtico? Straight on top or any prep to the cork. Cork is down for soundproofing so can’t be removed

 

Is it Regupol ? Cork & rubber mix ?
If it is and its all correctly adhered then straight over it.
